Use a shortcut like Win + T to set your cursor on the first item on the taskbar to ensure you don't have any apps in focus. Then press Alt + F4 to bring up the ShutDown Windows dialogue box.

Shut down or Sleep will most likely be the default option in the dropdown box, depending on your system. If you're satisfied, simply press Enter to confirm your choice. Otherwise, the up and down arr will suffice. Otherwise, use the up and down arrow keys to navigate through the menus, then press Enter when you're finished.
